You must be logged in as an administrator (The person who manages a computer and has permissions to make changes to the computer, including installing programs, accessing files, and managing user accounts.) to complete any of the following tasks in Windows Live OneCare:
Create and view a support log
Change Windows Live OneCare settings
Allow a program that has been blocked by the firewall (Software or hardware that helps screen out hackers, viruses, and worms that try to reach your computer over the Internet. Some firewalls also prevent unauthorized programs on your computer from making connections outside.)
Turn off the firewall or antivirus monitoring
Configure antivirus monitoring or scans for specific files
View files in quarantine or change their status
View or change files that are excluded from antivirus monitoring or scans
Back up or restore files to a CD, DVD, or external hard disk (A removable hard disk that connects to your computer by means of a USB or an IEEE 1394 ("FireWire") connection.)
Turn the disk cleanup on or off
Install, uninstall, or upgrade Windows Live OneCare
In Windows Explorer, locate the program that you want to run.
Hold down the SHIFT key, and then right-click the program icon.
Click Run as.
Click The following user.
In the User name list, select the administrator account that you want to use.
Type the password for this account, and then click OK.
In Windows Vista:
In Windows Explorer, locate the program that you want to run.
Hold down the SHIFT key, and right-click the program icon.
Click Run as administrator.
In the User Account Control window, select the administrator account that you want to use.
Type the password for this account, and then click OK.

Only log on to your computer as an administrator when you need to perform a specific task that requires administrator permissions. For typical use, use an account that has user permissions. When you log on as an administrator, you can expose your computer to viruses and other forms of malicious software. If you need to log on as an administrator frequently, use the runas command to start programs as an administrator.
